The Aboriginal Health Council of Western Australia (AHCWA) is the peak body representing 24 Aboriginal Community Controlled Health Services across the state.

Ready to Build Something That Matters

As the RTO Manager, you will lead the reactivation of AHCWA’s RTO, shaping how it operates, what it delivers, and how it supports the Aboriginal health workforce across Western Australia. You will help define not just how the RTO runs, but what it becomes.

You will review existing systems, rebuild what is needed, and work closely with the sector to ensure the RTO delivers training that is relevant, complementary, and genuinely impactful. This includes supporting employment pathways, strengthening workforce capability, and contributing to culturally safe healthcare outcomes in communities.

You will also play an active role in a growing Community of Practice, working alongside Aboriginal RTOs across Western Australia and nationally to share knowledge, resources, and approaches.

Based in Highgate, WA and reporting to the Executive Manager Workforce Development and Training, you will operate in a lean and evolving team environment. You will be supported by an engaged leadership team and a strong network across the sector, but success in this role will come from your ability to take ownership, show initiative, and move work forward.

More specifically, your responsibilities include but are not limited to:

  1. Leading the reactivation and day-to-day operations of AHCWA’s RTO in line with the Standards for RTOs 2025
  2. Reviewing and strengthening compliance systems, training products, and operational frameworks
  3. Overseeing Training and Assessment Strategies, validation processes, and assessment practices
  4. Driving audit readiness, governance, and continuous improvement
  5. Engaging with Member Services to understand workforce needs and shape training delivery
  6. Building strong relationships across Aboriginal Community Controlled organisations, RTOs, TAFE, and sector partners
  7. Managing student systems, reporting, and data processes, including AVETMISS
  8. Leading and growing a small RTO team while contributing hands-on where needed

Are You the One?

This role is suited to someone who understands how an RTO operates and is ready to take full ownership of one.

To qualify, you will need demonstrated experience in RTO environments and a strong understanding of the Standards for RTOs 2025. You will bring several years of experience across compliance, audits, and training operations, along with the confidence to operate within regulated environments.

Additionally, the following skills and background will be highly valued:

  1. Experience developing and managing Training and Assessment Strategies, validation processes, and assessment systems
  2. Strong understanding of RTO governance, reporting, and regulatory requirements
  3. Experience working within or alongside ASQA, TAC, or similar environments
  4. Ability to build relationships across government, RTOs, and community-controlled organisations
  5. TAE40122 Certificate IV in Training and Assessment
  6. Experience within Aboriginal Community Controlled or similar sectors
